Thanks Brent. This evidence reveals a striking change of policy. NSERC is
moving away from investments in the training of young researchers, even if
statements by administrative staff suggest otherwise.
From what I understand, is this (and the reduction in PGS) also not rather incongruous with the increased emphasis in DG applications on training HQP? (I know DGs can't be used to pay PGS-funded students, so do PGS/PDF-funded people count toward the DG "score"? I would assume so, but I guess I don't really know.)

I added some new visualizations, showing the trend in funding for the NSERC Postdoctoral Fellowship program since 1996. Accounting for inflation, we see an 80% decline in per-applicant funding since 2001. During the same period, the applicants' success rate has gone from 37.0% to 7.8%, due to a steady rise in the number of applicants, coupled with a decline in the number of awards offered.
